YSR’s tour programme

VIZIANAGARAM:

Chief Minister Y.S. Rajasekhara Reddy is arriving in Bobbili by helicopter at 10.30 a.m. on February 20. According to a release, the Chief Minister, after inaugurating CEMONC ward at Government Hospital, opening Rani Mallamma Devi Municipal Park and unveiling statue of Vasireddy Krishna Murty Naidu, will participate in a road show in the town.

After addressing a meeting on the Rajah College Grounds, he will reach Maradam village in Dattirajeru mandal by helicopter. At 2.20 p.m. he will reach Manapuram by bus and lay the foundation stone for Gajapathinagaram branch canal of Thotapalli project that is estimated to cost Rs.74.50 crore and irrigates an additional ayacut of 15,000 acres.

HYDERABAD:

District Collectors were pulled up by Chief Minister Y. S. Rajasekhara Reddy for treating as a mere formality the magisterial inquiries into police firing and custodial deaths and failing to submit reports of these inquiries covering as many as 509 incidents.

Of them, 479 related to police firing, resulting in casualties, including those near Gangavaram Port in Visakhapatnam and at Mudigonda in Khammam district besides 30 custodial deaths.

Dr Reddy reportedly admonished the Collectors of Warangal and Karimnagar districts where a large number of such reports were due. He was speaking during a session to review the law and order situation on the concluding day of the two-day conference of District Collectors.

The Chief Minister pointed out that the Collectors were required to submit inquiry reports within the statutory time limit of four months after institution of the magisterial inquiry, but their response was lukewarm in spite of repeated reminders from the government. The timeframe was specified by the Supreme Court in a judgment as also by Section 176 of the Cr. P. C.

Tough stance

He asked the collectors to submit the reports at once, lest the State Human Rights Commission and courts pass adverse remarks against the government. Home Minister K. Jana Reddy later told reporters that forensic lab facilities would be improved as requested by the SPs and collectors to expedite the submission of magisterial inquiry reports.

He said maintenance of law and order in the past five years was “good” with police effectively tackling the challenges posed by naxalites, factionalists, communal elements, and numerous agitations by political parties. The next three-month period, however, was crucial as the government’s image would depend on how fairly and peacefully the elections were conducted.

Admitting deficiencies in the police system, Mr. Jana Reddy said these would be rectified by recruiting 37,000 policemen and properly equipping the force.

HYDERABAD:

Chief Minister Y. S. Rajasekhara Reddy told district Collectors emphatically here on Monday “I will be back” and would hold a conference with them again on June 26 and 27 as he did previously after winning the 2004 elections.

Exuding confidence on the prospects of Congress in the ensuing elections, he said “We will do what we did so far, for the next five years.”

The Chief Minister used the inaugural of the two-day conference of district Collectors, the last under his dispensation before the general elections, as a platform to make the political forecast.

He patted himself on the back for his government’s “stupendous achievements” as well as the Collectors for their hard work in turning “impossibilities into possibilities.”

Dr. Reddy said the areas where Andhra Pradesh had “created history” by overtaking other States were constructing 40 lakh houses under Indiramma, covering 67 lakh people under old age pensions and seven crore people under Arogyasri, distributing 1.88 crore white cards and taking up 78 irrigation projects with a massive Rs 1.5 lakh crore outlay. All these had become possible because the Congress formed the government on its own strength.

He asked the Collectors to ensure benefits under different schemes, including the recently launched ‘Abhaya Hastham’, to the people at the earliest as they would judge his performance only by one parameter, the benefits they receive.

He said he had attempted to take to its logical conclusion the policy of Indira Gandhi to have a focussed orientation towards the poor.

He directed the Collectors to ensure availability of money in the hands of the common man by effectively implementing NREGP, etc. It was the purchasing capacity created among the poor, which would lead to economic growth, and not that of Tatas and Birlas.

Solve grievances

Dr Reddy advised them to treat public agitations sympathetically and solve the grievances immediately instead of using force.

He said the naxalite problem had been brought under control as could be gauged from the fact that villages across Telangana today were peaceful, with youth developing a vested interest in the democratic system following a vast improvement in employment opportunities shown and rise in income levels.

Elected representatives, who didn’t move out of Hyderabad earlier, were going around their constituencies freely.

YSR launches ‘Ayushmanbhava’

TIRUPATI:

Chief Minister Y.S. Rajasekhara Reddy formally announced the launch of ‘Ayushmanbhava’, a health insurance scheme for the benefit of the Vedic and shastra pundits aged between 60 and 75 years, here on Sunday.

The scheme, which will be operated jointly by the Tirumala Tirupati Devasthanams (TTD) and the United India Insurance Company Limited, will come into force from the financial year 2009-10. According to the broad contours of the project, the TTD will pay an annual premium of Rs. 1,236 per head for 1,000 pundits under its Veda Parirakshana Trust to the UII, for which the pundits will get a health cover of up to Rs. 1 lakh.

Dr. Reddy said that the scheme was conceived in recognition of the services rendered by the pundits in providing moral guidance to the public, thus helping restore the social values. “Any State is deemed to have failed in its duty if it does not take care of its guiding lights,” he observed. On the proposed scheme mooted to develop temples as a fountainhead of knowledge and a centre for spiritual awakening in a society, the Chief Minister said that it envisaged a comprehensive financial package for all those involved in a temple, such as priests, attendants, temple cooks, instrumentalists etc.

TTD chairman D.K. Audikesavulu called the scheme a small offering to the matchless service rendered by the pundits, while Executive Officer K.V. Ramanachary spoke on the priesthood training conducted to the members of the fishermen and tribal communities, as part of a larger goal to take Hinduism to the excluded social groups.

G. Srinivasan, Chairman and Managing Director of UII appreciated the State government for its novel initiative.

Chief Minister Y.S. Rajasekhar Reddy virtually spat venom at the grand alliance. . Equally strident was his attack on PR president Chiranjeevi, who he alleged is ready to strike a deal with any party without any qualms.

Dr. Reddy made an election speech and has nearly kick-started the party’s election campaign from the temple city of Tirupati while addressing a public meeting at the SV University Stadium after the launch of the Rs.1,389 cr Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

Rajasekhar Reddy went hammer and tongs at the NDA and the TDP governments, which he alleged had ruined the lives of farmers, farm workers, rural artisans, women with their anti-poor and neo-rich policies. Dr. Reddy used his 30-minute diatribe against them to list out their ‘all round failures’ and warned the public to beware of their dubious political manoeuvres to usurp power once again by hook or crook. If you vote them to power, they will scrap all the developmental schemes and put the clock back once again, he warned. Dr. Reddy’s remarks were particularly incisive against the TDP and the two Left parties. He said it is an irony that TDP chief N. Chandrababu Naidu, who during his rule dubbed agriculture as a ‘futile job’, should now try to shower freebies on agriculture and rural population. Training his guns at Chirajneevi, Dr. Reddy ridiculed that a person led a flashy and cosy life in the tinsel world earning crores of rupees should now talk of the plight of the poor and ‘social justice’.

 

YSR to lay stone for Thotapalli extension channel

VIZIANAGARAM:

Chief Minister Y.S. Rajasekhara Reddy will lay the foundation stone for Thotapalli extension channel in Gajapathinagaram constituency during his visit to the district on February 20, according to Minister for Housing Botcha Satyanarayana. The execution of channel was estimated at Rs.70 crores. The channel would irrigate 15,000 more acres in that constituency.

The Minister, while inspecting arrangements on Saturday at Bobbili, said that the Chief Minister would arrive at 10.45 a.m. on that day and participate in various programmes till 1 pm. Mr. Satyanarayana inspected integrated emergency centre for women and child protection built at a cost of Rs.44 lakhs, Rani Mallamma park that was developed with Rs.30 lakhs, and a tank that would be developed under National Rural Employment Guarantee Scheme. The Chief Minister would inaugurate them.

Later, Dr. Reddy would proceed to Gajapathinagaram constituency where he would lay the foundation stone for Thotapalli channel. Mr. Satyanarayana instructed officials to make arrangements for the convenience of the public.

The Chief Minister will lay the foundation stone for the drinking water project estimated to cost Rs. 38crores under JNNURM in Vizianagaram. After staying here for the night he would leave for Visakhapatnam the next morning. Bobbili Municipal Chairperson Baby Nayana, Parvathipuram RDO R. Pranshanti, Superintending Engineer (R & B) K. Kantimathi accompanied him, according to press release issued by Divisional Public Relations Officer, Parvathipuram.

 

Chief Minister’s claim on housing disputed

‘Scheme is being misused and money released even for whitewashed houses’

HYDERABAD:

Disputing Chief Minister Y.S. Rajasekhara Reddy’s claim that 39 lakh Indiramma houses were constructed so far for the poor, Telugu Desam Party (TDP) on Sunday described it as the “biggest scam” and urged people not to be deceived by the ruling party.

Impossible task

At a press conference here TDP leader Gali Muddukrishnama Naidu pointed out that the Governor’s address to both Houses on February 2 had mentioned that 19 lakh houses were constructed till December 31, 2008 and another five lakh would be completed by March 31.

How could anybody build 20 lakh houses in such a short span, he asked and wondered if Dr. Reddy possessed ‘Aladdin’s magic genie lamp’.

He alleged that ineligible people were benefited by the scheme and not SCs, STs and BCs. He demanded Dr. Reddy to release the beneficiaries’ list with caste-wise break-up.

Mr. Naidu said the scheme was being misused and money was being released even for whitewashed houses.

Pointing out that the cost of 20 lakh houses would be around Rs.6,500 crore, he alleged that the amount would be withdrawn and spent by Congressmen for electoral purposes.

‘Gimmicks’

Charging the Congress with resorting to “gimmicks”, he faulted it for removing 20 per cent per cent restriction for other castes imposed by the Telugu Desam regime under the housing scheme. He disputed the government’s claim that 17 lakh pattas were given to the poor and said not even five lakh were distributed in urban areas.

 

Gain expertise to be competitive, Chief Minister tells students

Chief Minister Y.S. Rajasekhara Reddy on Sunday exhorted students of Yogi Vemana University to develop into professionals and undergo training to gain expertise on a par with their counterparts in international universities.

Promising government funds and programmes, he said it was the duty of the university to churn out qualitative students. Dr. Reddy was addressing students in a meeting on the university premises.

Water scheme

Earlier, Dr. Reddy inaugurated the C.V. Raman science block constructed at a cost of 12. crore and Pennar, Papaghni and Cheyyeru hostel buildings built with Rs. 4 crore each, Ahlaad guest house costing Rs. 5 crore. He also unveiled plaques for a Rs. 5 crore rural water supply scheme from Pennar river to the university. The Chief Minister also opened the 11-km-long Kadapa bypass ring road constructed at a cost of Rs. 30 crore, tahsildar and MPDO offices to be built at Mydukur costing Rs. 65 lakh among others.

He unveiled a total of 14 plaques put up in a row on the university premises. The Vice-Chancellor A. Ramachandra Reddy sought sanction of Rs. 200 crore for the development of the university and an amphitheatre on the varsity premises.

Minister for Higher Education R. Chenga Reddy, Kadapa ZP chairperson D. Jyothi Reddy, Mayor P. Ravindranath Reddy, MLAs Mohd. Ahmedullah, D.L. Ravindra Reddy , faculty members and students participated.

 

MRPS sets Feb. 20 ‘deadline’ for YSR

Rajahmundry:

Manda Krishna, founder president of MRPS, has given February 20 as deadline to Chief Minister to see to it that SC classification bill is introduced in Parliament. Addressing ‘Madiga Viswaroopa Maha Sabha’ (State conference of Madiga sub-castes) in Rajahmundry on Sunday, he demanded Chief Minister Y.S. Rajasekhara Reddy go to Delhi before Feb.20 and meet AICC president Sonia Gandhi and Prime Minister Manmohan Singh and see to it that the classification bill is introduced before the end of this Parliament session.

“If he fails to do so, Congress will face the wrath and MRPS will see the end of that party in coming election. We will swing into direct action and Dr. Reddy has pay a heavy price for his inaction,” warned Manda Krishna.

MRPS president Dandu Veeraiah also spoke. East Godavari MRPS president G. Syam Babu presided.

ATTILI (WEST GODAVARI DISTRICT):

Chief Minister Y.S. Rajasekhara Reddy on Saturday claimed to have won the heart of his party chief Sonia Gandhi by undertaking a slew of pro-poor programmes during his tenure in the last five years.

Overwhelmed

Addressing a gathering as part of the Rajiv Palle Baata at this delta village, Dr. Reddy asserted, “I have totally succeeded in realising the dream of Ms. Gandhi and she is thoroughly overwhelmed by my performance in the State.”

Dr. Reddy hinted that the Congress would go it alone in the coming elections.

Addressing an impressive gathering, he said development of the State could be possible only with political stability which was guaranteed by the Congress.

Referring to the ‘grand alliance’ led by the TDP, he said stability would become a casualty if such conglomeration of small parties without any ideological like-mindedness was voted to power.

Portraying TDP president Mr. Naidu as a ‘rank opportunist’, Dr. Reddy asked the people not to fall prey to his talk.

Recalling Mr. Naidu’s opposition to free power for agriculture during the previous elections, he criticised the TDP leader for ‘making a U-turn’ on the issue now. He also accused him of betraying the farmers by aligning with the TRS and the CPI (M) as they created hurdles for the Polavaram project.

Godavari delta

Dr. Reddy accused the Telugu Desam Party of working against the interests of the Godavari delta.

He assured the delta farmers that the government would not allow even a single acre to whither away for want of water.

 

YSR lays foundation stone for cricket stadium

MANGALAGIRI (GUNTUR):

Chief Minister Y.S. Rajasekhara Reddy on Saturday laid the foundation stone for the Andhra Cricket Association Stadium at Navuluru village near Mangalagiri.

Construction of the stadium replete with stands, galleries, club house and an indoor cricket academy will begin soon. The ACA office bearers have already promised that they would keep the stadium ready in time for the World Cup 2011.

The Chief Minister landed in a chopper at 9.45 a.m. and left by 10 a.m. after inaugurating the pylon, distributing housing plots and announcing plans to establish a Handloom Park at Mangalagiri. He was greeted by Rajiv Vidya Mission Minister M. Hanumantha Rao, Tenali M.P. V. Balashourie, MLAs, Collector B. Venkatesham, DIG N. Jayarami Reddy among others. An enthusiastic bunch of NSUI activists from Nagarjuna University also greeted the him.

During his address, he said that the construction of the stadium at a cost of Rs.35 crore would be completed within a year-and-a-half. He said that the international stadium would inspire budding cricketers from rural areas.

Sportsmen spirit

Andhra Cricket Association president G. Goka Raju lauded the initiative of the Chief Minister in clearing the proposals for construction of mini stadiums in 14 districts. He also said that the Chief Minister was a true sportsperson and even in politics he shows sporting spirit.

ACA general secretary V. Chamundeswaranath, chairman of stadium committee S.L. Narayan Row, DSDO P. Ramakrishna and others were present. The chopper carrying the Chief Minister halted for a brief while for recharge of ATS fuel, brought in tins from Hyderabad. He later left for West Godavari district.

Bhimavaram:

Chief Minister Y.S. Rajasekhara Reddy inaugurated a sub-station at Kolamuru in Undi Assembly Constituency on Saturday. Undi MLA P. Sarraju and MLC K. Bapi Raju were also present.

Dr. Reddy said that Congress Government alone could give a stable and clean administration, which was essential for the continuation of the welfare programmes initiated by the government. He also listed the various schemes introduced by the government like Rajiv Arogyasri, abolition of farmers’ loans, etc.

Later, Dr. Reddy laid the foundation stone for Veda Pathasala building being funded by the TTD.

Speaking on the occasion he criticised the parties constituting the grand alliance for making baseless allegations against the Congress Government to gain political milage.

 

YSR lauded for reservation to Muslims

KADAPA:

Muslim minorities took out a motorcycle rally in Kadapa on Saturday demanding that Chief Minister Y.S. Rajasekhara Reddy be re-elected to the post.

Kadapa 48th Municipal Ward corporator Md. Hussain Sardari, who led the rally from Nakkash, he said the Congress government’s welfare schemes benefited the poor people.

Lauding Dr. Rajasekhara Reddy for implementing four per cent reservation to Muslims in education and employment, he said the rally was aimed at enlightening Muslims on the welfare schemes.

YSR coming on Feb. 20

VIZIANAGARAM:

Chief Minister Y.S. Rajasekhara Reddy will participate in a number of inaugurations at Bobbili on February 20. He will unveil the statue of Vasireddy Krishna Murty Naidu, former irrigation minister, near Bobbili railway station, beautification works of parks etc.

He will also address public at Raja College grounds. Collector G. Ram Narayana Reddy, Parvathipuram RDO P. Prasanthi and other officials are inspecting the arrangements, according to Congress sources. 

 

YSR thanked

The Vijayawada unit of Andhra Pradesh Mudiraj Mahasabha has hailed the shift of ‘Mudiraj’ community from Backward Class D to Backward Class A. Vijayawada City Mudiraj Association general secretary Pilli Murali in a statement thanked Chief Minister Y.S.Rajasekhara Reddy for taking up the cause of the community and not resting till the group was changed from D to A.

 

YSR statement on direction of high command’

HYDERABAD:

All India Congress Committee (AICC) general secretary M. Veerappa Moily said Chief Minister Y. S. Rajasekhara Reddy had made a statement on constitution of joint house committee to study Telangana statehood issue on the direction of the party high command.

“The joint house committee is aimed at sorting out irritants, if any, and pave way for creation of a separate State,” Mr. Moily told reporters after a meeting of the Pradesh Election Committee here on Friday.

APCC president D. Srinivas clarified that the joint house committee would give suggestion for the formation of Telangana State only.

He ridiculed the argument put forth by the Opposition parties that the entire exercise was eyewash. “If these parties have any commitment to the statehood issue, they should join the committee and give suggestions,” he said. 

 

YSR coming today

ELURU:

Chief Minister Y.S. Rajasekhar Reddy is scheduled to undertake a whirlwind visit in West Godavari district on Saturday.

Dr. Reddy is poised to make the visit hardly a fortnight after kicking off a poll campaign from Mogalturu, the ancestral village of PRP president Chiranjeevi.

According to an official press release, the Chief Minister will arrive at Penumantra and take part in a string of official programmes which included inauguration of a mineral water plant, laying of a foundation stone for modernisation of Yanamadurru drain at Pippara and for a drinking water scheme at Ganapavaram. He will interact with the public at Penumantra, Attili, Pippara, Uppuluru, Undi, Akiveedu en route his road shows.

Later, he will also address roadside gatherings at three different places in Eluru.
